It's now day three of the 2013 MLB Draft. Today, beginning at noon, the Astros will once again be on the clock, but today it will be for rounds 11-40.
The rules for these rounds are different from the first ten rounds. There are not any slot values tied to these selections and have no impact on the bonus pool that the Astros are allotted, except for one situation. If a selection doesn't sign, then there are nothing taken away from the bonus pool. If a player signs for $100,000 or less, it doesn't have an impact on the bonus pool. But, if the selection's bonus exceeds $100,000, the bonus applies to the pool.
This is one of the ways teams manipulate the new draft system. Instead of risking losing bonus pool money, they wait until the 11th round or later to select some of the signability risks. That way, if the player doesn't sign, there is nothing to lose. Similar to the Hunter Virant situation last year, if the Astros are able to save enough money in rounds 1-10, they can then sign that player with the signability risk that was drafted on day three.
