Every pick in the first ten rounds of the draft has been assigned a value by MLB. Adding up the values of each teams picks gives you that teams draft allotment. This is the amount teams are allowed to use to sign their picks in the first ten rounds without incurring penalties. The failure to sign a pick will remove that picks value from the draft allotment, reducing it. Teams are allowed to spend 100k on any draft pick after the tenth round without consequences, however every dollar over 100k will count against the team's draft allotment.
Exceeding your allotment will incur penalties as follows:
0-5% Overage: 75% tax on the amount that you exceed your allotment by.
5-10% Overage: 75% tax on the amount that you exceed your allotment by, 2013 first round pick is forfeited.
10-15% Overage: 100% tax on the amount that you exceed your allotment by, 2013 first and second round picks are forfeited.
15%+ Overage: 100% tax on the amount that you exceed your allotment by, 2013 and 2014 first round picks are forfeited.
