Is Jordan Lyles getting a fair shake?

With all eyes on the draft and the future of the Astros; there's a piece of the future that right now may not be getting a fair shake. Lyles is 1-1 with a 4.97 ERA with a very nice 21:11 k to walk ratio. He's had 5 starts and pitched 29 innings in those 5 starts. his WHiP is not sparkling but 1.41 isn't awful and he has allowed a .268 BAA.

These are obviously not numbers to write home about but, other than certain rules that require certain players to be kept on the active roster; what has Harrel, Weiland and Happ done to keep Lyles from getting the ball every 5th day?

Happ:

4-5 / 4.31 ERA / .276 BAA / 1.45 WhiP / 65:24 walk to K ratio

Harrel

5-4 / 4.70 ERA / .273 BAA / 1.46 WHiP / 33:27 Walk to K ratio

Weiland (injured)

0-3 / 6.62 ERA / .333 BAA / 1.75 WHiP / 13:7 walk to K ratio

If Lyles keep throwing well, is there a reason to put Weiland back in the rotation? i understand that an injury should not lose you your job. But I don't see any reason to not put Weiland in the bull pen once he comes back healthy.
