Maury Brown’s article said that the luxury tax may be modified to include a tax on teams with too low a payroll. That is something I hadn’t heard.
Other discussed changes which could adversely affect teams in a rebuilding cycle: penalties (up to loss of first round choice) on teams which spend too much on the amateur draft; penalties on teams that spend too much on Latin signings.
Heyman tweets that the Pirates are putting the finishing touches on a 2 year, $10.5 million contract with Clint Barmes.
Clint Barmes should be thankful for the existence of UZR and other advanced defensive metrics. I think that the rise of advanced defensive metrics has helped a guy like Barmes become a top target in the free agent market.
That’s a good point about Barmes and defensive metrics. Good for him. He went from being switched to second with the Rockies to being one of the most sought after shortstops on the market.

I haven’t seen anything that clarifies when the draft/international changes could take effect. I don’t see why they couldn’t occur in 2012. We probably just have to wait and see.
Most of what I’ve read is speculation and that speculation is that there won’t be changes to compensation until next offseason. Obviously teams have already made decisions based on the current setup. I’d be surprised if they went ahead and changed compensation this offseason. Plus if I read Maury Brown correctly indepth details on the new CBA won’t be released until next year.

The amateur draft and international signing restrictions are not team compensation issues, which is why I could see a possibility that they could take effect next year. The player’s association may prefer to delay the soft caps on amateur signings though. I agree that it would be unfair to change Type A/Type B compensation this off-season, and I doubt that happens. But the amateur draft and international signing periods are a half year or more in the future.

Indians have been discouraged by Carlos Pena’s (No. 17 on my free-agent board) high asking price and are not convinced that Matt LaPorta is going to hit well.
So, they think their solution might be…….Brett Wallace??

If I were the Astros, I think I'd make that trade
At least LaPorta has some use in LF. Moreso than Wallace anyway. There’s no convincing argument for LaPorta being a worse player than Wallace at this point, based on what they’ve showed.
